Abstract
Abstr act: Factors that keep the overall price level increasing and factors that start it are different. Only removing factors that start it but neglecting factors that keep it increasing can not help effectively keep it down. In the current situation, the real interest rate is continuously decreasing and is becoming negative, which in turn stimulates requirement of investment and pushes the overall price level increasing. So, we must increase the real interest rate. But, while increasing the real interest rate, we will be facing with a dilemma of the decreased export. To solve this problem, we must make innovation in property right system to increase the labors' income and stimulate domestic consumption needs.
