Abstract
To form the scientific development values needs to improve the use of foreign capital. To improve the use of foreign capital needs to change the concept and the policy of the use of foreign capital. Specifically, there are three changes, i. e. the change from stress on quantity into stress on quality, the change in forms from direct investment into various forms, and the change from general favorable policy into industry favorable policy.
