Abstract
The transfer of land contract and management rights is to deepen the reform of the rural land property system on the basis of household contractmanaganent The reform improves the empowerment through the legal definition of land contract and management rights and therefore conflans peasant's rights of land belongings. It drives forward the agricultural transformation through promoting the scale operation .The transfer of land contract and management rights meets the requirement of large scale socializedproduction accords with the fundamental principle of modem market economy and involves no change of collective ownership of rural land.
