Abstract
I visited Pro. Zuo Ih-pei to talked with him about the view of "vacancy of the owner of SOEs" come forward during the discussion about the reform of property rights of SOEs aroused by Pro. Lang Xian-pin. Pro. Zuo Da-pei thinks that the problem of China's SOEs lies not in the "vacancy of the owner", but in the lack of institutional construclion of government. We can solve the problem of "vacancy of the owner of SOEs" by effeclive institutional arrangement, while those who talk big about "vacancy of the owner" are destroying this effective institutional arrangement.
