Abstract
This article considers that the popular stock system on the basis of wage labor can not turn into the realization form of the public ownership. Only the stock system established on the independent union work foundation ,namely ,the stock system of labor employing capital ,can be the realization form of public ownership. The text also presents that the purpose of state-owned economy reform is to establish independent union labor economic system, and makes a brief analysis of the way to establish the stock system of labor employing capital.
