土地制度的供求冲突与其改革的框架性安排

Abstract

At present, two kinds of public, concentrated land institutions are in contradiction with transfer-orbit of socialist market economy. Especially the institution of land owned by part of people brings about a series of economic and social problems. There fore, the paper puts forward the structural arrangement of land institution in China. We should change two kinds of public land institutions into one. The country owns the final ownership of property and other property rights will be decomposed. The institution of year-limited property rights will be put into effect. The property rights of farmers and some of state-owned enterprises will be connected with social insurance. If so, market will play basically role in allocating land resources and the management of government will make up defects of market allocating.
