Since the foundation of New China, we have experienced so many changes in urban housing system. Reform in housing system should be guided by materialistic conception of history. The author points out that the current housing privatization system will definitely lead to a series of profound problems that will not be beneficial to the scientific development and will lead to such problems as speculation, corruption, unfairness in land ownership, imbalance in the supply and demand of housing, the loss of social and cultural resources. The author puts forward that the target of reform in urban housing system is to carry out the "new housing renting system" based on public ownership. And this is not the regression to the traditional system, but a new system suitable to the market economy. The new housing renting system will help realize the integration of public land supply and the public supply of housing construction, the realize of fairness in land usage, and this will promote social reproduction development based on the objective rules. In the light of the current situation, the new housing renting system is a feasible one.
