Abstract

Dieter Senghaas is a German "master thinker" who has put forward a persuasive development theory. He argues, on the basis of rich historical-comparative analyses, that early industrializers would invariably exert strong "peripheralization pressures" on other countries; therefore, the way of "auto-centric development" for late-comers lay mostly in "selective dissociation" from the competitors. Meanwhile, the success of delayed developmtint was actually determined by such internal institutional factors as the level of agricultural modernization and the degree of de-feudalization at the outset of industrialization, and also the shift of political power to new interest groups. According to Senghaas, socialism has been an effective way of seeking delayed development, yet, despite its achievements in the first phase of development, it can still meet fatal consequences if there is no "self-cor-rection" towards decentralization and civil participation. The historical experience that Senghaas has distilled from a host of late-comer cases is highly relevant to the reform and development underway in China.
