Stronger, better and bigger state-owned enterprises is clear manifestation of CPC central Committee's attitude in maintaining state-owned economy. It is of great pertinence to the scientific expression of the socialist nature of the state-owned enterprise reform, and is an important step in correcting the tendency of privatization. Lacking this core guiding thought and taking the reform of state-owned enterprise as“market-oriented reform" will only blur the socialist direction of the reform. In practice，a strong leadership of the Party provides organizational and political guarantee for building stronger, better and bigger state-owned enterprises. To achieve this objective， we should make a clear distinction between Marxism and anti-Marxism in the theory of reform，and take this objective as part of our value system in the practice of state-owned enterprise reform and theoretical principle of policy making. In the meantime，allowing deliberation upon specific policies tends to produce more scientific reform policies.
