　Abstract :The paper propose s the reform plan about the pensio n policy
on the basis of the union of authorit ies , public-secto r org anizatio ns and fi rms
because of a large number of sho rtcomings in the pi lot of the refo rm prog ram
on the pensio n o f the staf f o f public-secto r o rgani zations .On the basis of
identifying the basic meaning and conno tat ion of the new pension policy , it
analyzes the mo tives and backg round of the new policy , focusing on i ts theore
tical and practical basis and how to perfect and implement the policy .The
new pensio n po licy can provide an important idea and so lution for the pension
refo rm of both the urban and rural areas .
