The Suggestions of Central Committee of the CPC for the l3th Five-year Plan for national economic and social development, issued at the Fifth Plenary Session of the 18th CPC National Congress, is a guiding document on the comprehensive establishment of a well一off society during the implementation of 13th Five-Year Plan. The Suggestions propose、five concepts, namely innovation,(oordination, environmental-friendliness,openness and shareness for building up a well一off society.
