我国农民权益保护状况的调研报告

Ensuring farmers' rights and interests is not only an important task of building harmonious society but also a matter of top priority to the success of rural reform and development. On the basis of in-depth research analysis of the status quo of farmers' rights and interests protection in China and international experience of farmers' rights and interests protection, in this paper we point out that the infringement on farmers' rights and interests and problems in China is closely related to the rapid advance of urbanization and industrialization, the weakening or absence of subject of protecting rights, and the deviation from needs of farmers' rights and interests, and then put forward a design that it should take New Rural Communities Construction as an opportunity, be farmers’needs一oriented, and ensure farmers' rights and interests in the process of promoting an benign development of urbanization and industrialization by constructing the model of protecting rights of three subjects and putting four measures into effect
