Industrial structure upgrading in China is facing two dilemmas:on the one hand, core technologies are urgent needed for industrial upgrading because of the weakness in independent research and development; on the other hand，free trade of resources among different industries have been restricted because the market mechanism is yet to be developed. Therefore，the industrial structure is hard to upgrade and remains at low level in the long term，which produces "the industrial structure trap".To overcome the trap needs to perfect the market competition mechanism and enhance enterprise's technical innovation，to improve the national innovative system and provide knowledge foundation for technological innovation，and to develop new strategic industries and promote industrial structure evolution.
