In recent years, scholars tend to confuse the concept of "form of public ownership" and "realization of public ownership".The paper argues that the ownership belongs to those who，the controller, especially in the stock-holding system. The misunderstanding of the foretold teens in academic field and among public media might mislead the public, even produce various confusions and bring negative results.
