How to develop scientifically and harmoniously is a hot dispute about our economy in China's economic theoretical cycle. Now, the dispute is how to reform rather than whether to reform, is to insist the reformational direction of socialist market economy, or to insist the reformal direction of capital market economy. The essence of the dispute now is something between the seientific view of development and liberalist view of development. The scientific view of development composes of three concepts———overall development, harmonious development and sustainable development.
