　Abstract :　The paper expounds that development of the theory of labor value is important and significant.It put s forward that w e should correct some misunderstanding about the theory of labor value w hich w as created by Marx.It advocates establishing one kind of new labor theory of v alue.It is cosisdered in the paper that we can' s take service labor of whole third property as productive
labor of creating value , and is emphasized in the same paper that science and technology can' t create value without labor , but the management labor of owners of productive enterprises can create value.Finally , the question of whether ineffective labor , harmful labor or unlawful labor creates value has been answered.
