This article first describe the current unemployment situation and poverty analysis and then come to a different deal with the theory of unemployment policy of Keynesian and neoliberalism Further article compares the capitalist principle of the distribution of wealth and the socialist principle of distribution of wealth, and come to the conclusion capitalist principle of distribution will be replaced by the socialist principle of distribution according to work. This paper presents a criteria which must be established under the socialist principles of the twenty一first century:the upcoming wealth distribution is separated from the labor idol,and at the same time to determine the correlation between the wealth of products with the latter.
