摘要
本文主要通过1998～2002年各省的国内专利授权量来探讨外商直接投资对中国有无技术溢出效应,其强度如何,以及其正效应能否弥补中国国内企业的损失和全体国民的福利损失,从而考察政府对其实施税率优惠,能否促进全体国民的福利最大化,并促进本国科技实力的提高和竞争力的增强。
